Application for New License
Meeting
Dear Sir or Madame:
On behalf of Appalachian Power Company (Appalachian), we are notifying you along with the others shown on the attached distribution list of the meeting scheduled for Wednesday November 13, 2002 to discuss Appalachian’s plan for applying for a new license from the Federal Energy Regulatory Commission (FERC) for the Smith Mountain Project located on the Roanoke River in south central Virginia. The purpose of the meeting is to discuss the options available for preparing the Application for New License as well as to begin to identify the key issues that need to be addressed in that application. An agenda for the meeting is attached.
The current license for the Smith Mountain Project expires March 31, 2010. Relicensing of the Smith Mountain Project will be accomplished in accordance with the rules and regulations outlined by the Code of Federal Regulations (18 CFR). Under those regulations, the Application for New License is to be filed with the FERC at least two years prior to the date the license expires. Accordingly, the application for the Smith Mountain Project will need to be filed with the FERC by March 31, 2008 at the latest.
Our experience with the licensing process as well as the experience of others is that preparation of an application for new license takes approximately five years. Therefore, in order to adequately prepare and timely file the Application for New License for the Smith Mountain Project, the process needs to begin now. The licensing process is an intensive effort that will last until the Application for New License is filed with the FERC. We ask that whomever is selected from your agency/organization to attend the meeting be the same individual that will be intimately involved in the licensing process for the Smith Mountain Project.
The meeting is scheduled for Wednesday, November 13, 2002 at 9:00 a.m. (EST) and is anticipated to last until approximately 3:30 p.m. that day. Lunch will be provided to the attendees. The location for the meeting is the Smith Mountain Lake 4H Taubman Conference Center. Directions to the conference center are provided with this letter.
We ask that you respond to this notice by October 31, 2002 either in writing or by calling the undersigned at the phone number shown below regarding whether or not there will be representation from your agency/organization at the subject meeting and who the individual(s) attending will be. If there are questions regarding the meeting, please contact me at your convenience. We are looking forward to working cooperatively with your agency/organization in the preparation of the Application for New License for the Smith Mountain Project.
